How often are you likely to want to change something on the website?

If it is rarely then your best option might be to ask the designer to update the site for you as required (he will charge you for this).

If you anticipate the need for frequent changes, especially if they are urgent and unplanned, then the best option might be for you to be able to do it yourself.

It is important that the designer knows the answer to this before he begins designing the website – it could affect how he creates the site.
